For imports to and internal control in Germany, the following regulations of the European Union apply:
General phytosanitary requirements of Regulation (EU) 2016/2031 of the European Parliament of the Council of 26 October 2016 on protective measures against pests of plants and- Commission Implementing Regulation (EU) 2019/2072 of 28 November 2019 establishing uniform conditions for the implementation of Regulation (EU) 2016/2031 of the European Parliament and the Council, as regards protective measures against pests of plants.
Emergency measures
Commission Implementing Regulation (EU) 2019/2072 is supported by a number of emergency measures.
Phytosanitary certificates
The models of the phytosanitary certificates for export and reexport are based on the International Standard for Phytosanitary Measures No 12 ‘Guidelines for Phytosanitary Certificates’ adopted under the International Plant Protection Convention.
